Interim Measures for the Supervision and Administration of Telecom Service Quality (Revised in 2014)

Article 1 For the purposes of promoting the healthy, orderly and rapid development of the telecommunication cause of our country, protecting the lawful rights and interests of the telecom users and strengthening the supervision and administration of the service quality of the telecom operators, these Measures are formulated in accordance with the Telecommunications Regulations of the People's Republic of China and other relevant laws and regulations.
Article 2 These Measures shall apply to the supervision and administration of the licensed telecom operators within the territory of the People's Republic of
Article 3 The Ministry of Industry and Information Technology shall carry out supervision and administration over the quality of telecom services provided by the telecom operators in accordance with the relevant laws and administrative regulations of the state.
The communication administrative bureaus of the provinces, autonomous regions, and municipalities directly under the Central Government shall be responsible for the supervision and administration of the quality of the telecom services offered by the telecom operators within their respective administrative area.
(The Ministry of Industry and Information Technology and the communication administrative bureaus at or below the level of a province, autonomous region, and municipality directly under the Central Government are hereafter generally referred to as the telecom administrative institutions)
Article 4 The work of supervision and administration over the quality of telecom services shall comply with the principle of openness, impartiality and fairness and shall be subject to the mechanism of combining the government supervision, enterprise self-discipline and social supervision.
Article 5 The tasks of supervision and administration over the quality of telecom services are to carry out administration, supervision and inspection over the quality of the telecom services offered by the telecom operators, to supervise the implementation of the standards for telecom services, to punish acts injuring the lawful rights and interests of the users and to summarize and popularize the advanced and scientific quality management experience of telecom services.
