Opinions of the State Council on Further Promoting the Reform of the Household Registration System

People's governments of all provinces, autonomous regions, municipalities directly under the State Council, all ministries and commissions as well as institutions directly under the State Council,

In order to thoroughly implement the requirement of further promoting the reform of the household registration system proposed at the 18th National Congress of the Communist Party of China ("CPC"), the Third Plenary Session of the 18th Central Committee of the CPC and the Central Work Conference on Urbanization, promote the urbanization of permanent residents who are capable of stable employment and life in cities and towns in an orderly manner, and steadily promote the provision of basic public services to all permanent residents in cities and towns, the following opinions are hereby proposed:

I. General Requirements
1. Guiding Opinions. Further promote the reform of the household registration system and ease the policy on household migration to meet the requirement of promoting the new-type urbanization under the guidance of the Deng Xiaoping Theory, the important thought of "Three Represents" and the Scientific Outlook on Development. Promote the overall and synchronous development of industrialization, informatization, urbanization and agricultural modernization, the coordinated development of small towns, small, medium and big cities, and integrative development of industries, cities and towns. Design the overall planning for the reform of the household registration system and the reforms in other related economic and social areas, rationally guide the migration of rural population to cities and towns in an orderly manner, and orderly promote the urbanization of migrant rural populations.
2. Basic Principles.
--Adherence to the principle of promoting the reform in an active, steady, standardized and orderly manner. On the basis of the fundamental actualities of the country, actively and steadily promote the reform, solve the household registration problems for existing migrant residents with priority, orderly guide the newly-increased migrant residents, and rationally guide the expectations and choices of rural migrants in having their households registered in cities and towns.
--Adherence to the principle of people-oriented and respecting the will of the masses. Respect the free will of permanent residence of urban and rural residents, and safeguard the legitimate rights and interests of rural migrant population and other permanent residents in accordance with the law, and no compulsory measures are allowed to be taken for handling permanent residence registrations.
--Adherence to the principle of making adaptations to the local conditions with differentiated solutions. Fully consider the local economic and social development levels and the carrying capacity of a city as well as its ability to provide basic public services to implement a differentiated permanent residence registration policy.
--Adherence to the principle of designing the overall planning of the reform with supporting services in place to provide basic security. Design the overall planning for the promotion of the reform of the household registration system with equalization of basic public services, and constantly expand the coverage of basic public services in terms of education, employment, healthcare, pension and housing security in cities and towns.
3. Development Objectives. Further adjust policies on residence migration, implement a unified urban and rural residence registration system, carry out overall implementation of the residence permit system, accelerate the establishment and sharing of the basic national population database, steadily promote the coverage of compulsory education, employment services, basic pension services, basic medical and healthcare services, housing security, etc. to all permanent residents. By 2020, a people-oriented, scientific and efficient, standardized and ordered new type of household registration system which is adaptable to the overall established well-off society will be basically established, and try to realize the goal of having approximately 100 million rural migrants and other permanent residents to have their residence registered in cities and towns.
