The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and all ministries and commissions of and all institutions directly under the State Council,
In order to implement the spirit of the Third Plenary Session of the 18th CPC Central Committee and the deployment requirements of the State Council, further streamline administration and delegate power to lower-level governments, establish a power list system, give full play to the decisive role of the market in allocation of resources, and stimulate the vitality of enterprises, especially micro and small sized enterprises, upon approval by the State Council, the issues concerning further strengthening the administration of enterprise-related fees to reduce the burden on enterprises are hereby notified as follows:
Article 1 Establish and Implement the System for Preparing a Directory of Enterprise-related Fees
The transparency of the policies on enterprise-related fees shall be enhanced. Enterprise-related administrative fees and government funds established in accordance with the laws, administrative regulations and the relevant policies of the State as well as the business service fees the rates of which are fixed or guided by the government shall be subject to administration under a directory, and the system for public disclosure of enterprise-related fees shall be constantly improved. Each region or department shall prepare and implement a directory of all enterprise-related fees as part of efforts to promote the transparency of government affairs, and make public the same via government websites and public media in real time so as to accept public supervision.
