The Administrative Regulations on Breeding Stock and Poultry are hereby promulgated for implementation as of July 1, 1994.

Administrative Regulations on Breeding Stock and Poultry
Chapter I General Provisions
Article 1 The Administrative Regulations on Breeding Stock and Poultry (hereinafter referred to as the "Regulations") are formulated to strengthen the resources protection and breeding of stock and poultry breeds and production, operation and management of breeding stock and poultry, enhance the quality of breeding poultry and promote the stockbreeding development.
Article 2 Breeding stock and poultry herein refer to the stock and poultry used for the purpose of planned breeding, including domestic pig, cow, sheep, horse, donkey, camel, rabbit, dog, chicken, duck, goose, pigeon, quail and their eggs, seminal fluids, embryos and other genetic materials.
Article 3 Except the farmers who breed the stock and poultry for self-use, any entity and individual who engage in the resources protection and breeding of stock and poultry breeds and production and operation of breeding stock must abide by the Regulations.
Article 4 The state encourages and supports the breeding, promotion and use of fine breeds of stock and poultry and the breeding of new breeds of stock and poultry.
The people's government or the competent administrative department for animal husbandry will reward those who make outstanding achievements in resources protection and breeding of stock and poultry breeds and scientific research and production of breeding stock and poultry.
Article 5 The competent administrative department for animal husbandry of the State Council is in charge of the management of the national breeding stock and poultry. The competent administrative departments for animal husbandry of the local people's governments at or above the county level are in charge of the management of the breeding stock and poultry in their administrative regions.
Chapter II Resources Protection of Stock and Poultry Breeds
Article 6 The state protects stock and poultry breed resources by classes. The competent administrative department for animal husbandry of the State Council may formulate the protection catalog and specific measures.
Article 7 The competent administrative department for animal husbandry of the State Council and the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government shall establish stock and poultry breed resource conservation zones (farms), gene banks and determination stations in a planned way and particularly protect useful and endangered stock and poultry breeds.
Article 8 The people's governments at or above the county level shall support the general survey, expert evaluation, protection, breeding and application of stock and poultry breed resources.
Article 9 Import or export of breeding stock and poultry shall be dealt with in accordance with the relevant provisions of the state.
