All ministries and commissions of the State Council and all institutions directly under the State Council,
After the promulgation and implementation of the Administrative Licensing Law of the People's Republic of China, according to the current needs for effective management, the State Council decided in 2004 to retain non-administrative licensing approval items belonging to the internal management affairs of government, and specify that there shall be gradual abolition or necessary adjustment of such items with the gradual improvement of the socialist market economy system. Since then, the State Council successively cancelled and adjusted a number of non-administrative licensing approval items during the process of carrying out the reform of administrative approval system. Nevertheless, some departments have set up a batch of non-administrative licensing approval items by various means, including the items belonging to the internal management affairs of government and the administrative licensing items set up in disguised form in the name of non-administrative licensing approval applicable to citizens, legal persons or other organizations.
