Relevant departments under the Party Central Committee, ministries and commissions and departments directly under the State Council, the general office of the Standing Committee of the National People'ss Congress, the general office of the National Committee of the Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, the relevant people'ss groups, the finance offices of provinces, autonomous regions, cities specifically designated in the state plan and Xinjing Production and Construction Group, and various centralized procurement institutions,
The Measures for the Administration of Contracts for Government Procurement of Independent Innovation Products have been formulated by the Ministry of Finance in accordance with the Government Procurement Law of the People's Republic of China and the Contract Law of the People's Republic of China with a view to carrying out the Notice of the State Council on Implementing Several Policies Supporting the Outline of the National Programme for Long- and Medium-Term Scientific and Technological Development (2006~2020) (Guo Fa [2006] No.6) and implementing the government procurement policies designed to promote independent innovation. The Measures are hereby issued to you for your compliance.
Appendix: Measures for the Administration of Contracts for Government Procurement of Independent Innovation Products
Chapter I General Provisions
Article 1 The Measures are formulated in accordance with the Government Procurement Law of the People's Republic of China and the Contract Law of the People's Republic of China with a view to carrying out the Notice of the State Council on Implementing Several Policies Supporting the Outline of the National Programme for Long- and Medium-Term Scientific and Technological Development (2006~2020) (Guo Fa [2006] No.6) and implementing the government procurement policies designed to promote independent innovation.
Article 2 The conclusion and performance of a government procurement contract shall be helpful in promoting independent innovation and improving the competitiveness of independent innovation products.
