It was adopted by 64th Permanent Conference of the State Council on December 12, 1997, promulgated by Decree 238 of the State Council of the People's Republic of China on December 19, 1997 and implemented as of January 1, 1998.

Article 1 The said Regulations are formulated for the purposes of enhancing the management of slaughtering live pigs, ensuring the quality of live pig products and safeguarding the people's health.
Article 2 The state executes the system of designated slaughter, centralized quarantine, unified duty imposing, and decentralized management.
Article 3 The competent administrative department of commodity circulation of the State Council is in charge of the trade management of slaughtering live pigs. The local competent administrative administrations of commodity circulation of the People's Government higher than counties are in charge of the supervision and management of slaughtering live pigs in their administrative area.
The concrete management system of slaughtering live pigs by the slaughterhouses of counties or towns is formulated by the People's Government of provinces, autonomous regions and the municipals directly under the Central Government.
Article 4 The set-up plan of designated slaughterhouses is formulated by the People's Government of provinces, autonomous regions and the municipals directly under the Central Government in accordance with the principles of unified plan, rational distribution, beneficial to circulation, convenient for the people, convenient to the management and quarantine according to actual local conditions.
Article 5 The People's Governments of cities and counties organize competent administrative departments of commodity circulation, agriculture and animal husbandry and other departments concerned to examine, determine the slaughterhouses, and issue mark boards of designated slaughterhouse in accordance with the provisions of the said regulations according to the set-up plan of the designated slaughterhouse.
The designated slaughterhouse should hang the mark board in a prominent position.
No organizations and individuals can slaughter live pigs without designation except the individuals in urban areas who slaughter live pigs by themselves for their own consumption.
Article 6 The location of the designated slaughterhouse should be far away from the reservation area of the earth surface water resource for drinking, and does not prevent or interfere the residents' life in the area and the activities in public place.
