Administrative Measures for the Annual Inspection to the Engineering Survey and Design Units

Article 1 The Measures are hereby formulated according to the Administration Regulations for Construction Engineering Survey and Design, the Administrative Regulations for Qualifications of Construction Engineering Survey and Design Units, the Administrative Provisions on the Survey and Design Market of Construction Engineering, in order to strengthen the dynamic administration to the qualifications of the construction engineering survey and design units, enhance the supervision administration to the market, promote the self-construction of the survey and design units and improve the quality level of engineering survey and design.

Article 2 Any units holding a qualification certificate for survey and design printed uniformly by the construction administration of the State Council and ratified and issued by the national or provincial (including the cities specifically designated in the state plan, hereinafter the same) construction administration shall accept the annual inspection for the survey and design units organized by the provincial construction administrations (hereinafter referred to as the "annual inspection organs") of the registration place in light of the principle of territorial administration.
The provincial construction administrations may authorize the lower construction administrations to implement the specific tasks of the annual inspection for the survey and design units according to the local specific situations.

Article 3 Contents of the annual inspection:
