In order to accelerate the development of the industry of integrated circuit design, Measures for the Certification of the Integrated Circuit Design Enterprises and Products is formulated in accordance with Several Policies of State Council on Encouraging the Development of Software Industry and Integrated Circuit Industry, and printed and distributed to you to carefully implement it. Tentative Measures for the Certification of the Integrated Circuit Design Enterprises and Products (Xin Bu Chan No. [2000]1067) issued on November 9, 2000 is invalidated at the same time.
Appendix: Tentative Measures for the Certification of the Integrated Circuit Design Enterprises and Products
Article 1 These Measures are formulated in accordance with Several Policies of State Council on Encouraging the Development of Software Industry and Integrated Circuit Industry ("Encouraging Policies") so as to accelerate the development of the industry of integrated circuit design.
Article 2 For the purpose of these Measures, an integrated circuit design enterprise refers to an organization as an independent legal person, lawfully incorporated within China, which conducts design of integrated circuit products (including software development of integrated circuit design, similarly hereinafter).
For the purpose of these Measures, an integrated circuit product refers to integrated circuit design software or circuit (including integrated circuit products which are independently designed by domestic enterprises and can't be produced within China and only can be produced by foreign enterprises, similarly hereinafter).
These Measures are measures on examination and approval as well as certification procedure formulated for integrated circuit design enterprise and integrated circuit product to enjoy Encouraging Policies.
Article 3 Ministry of Information Industry and State Administration of Taxation shall be responsible for managing the certification of integrated circuit design enterprises and integrated circuit products all over the country:
