To the civil affairs departments (and bureaus), foreign affairs offices, public security department (and bureaus), and labor and social security departments (and bureaus) of all provinces, autonomous regions, municipalities directly under the jurisdiction of the Central Government, and the civil affairs bureaus, public security bureaus, and the labor and social security departments of the Xinjiang Production and Construction Corps:

In order to standardize the management of foreign employers in overseas foundations and their representative offices and in accordance with the provisions of the Regulations for the Management of the Foundations and the Rules for the Administration of the Employment of Foreigners in China, we hereby present the following notice concerning the employment and residence of foreigners employed by the foundations and the representative offices of overseas foundations:
