Chapter I General Provisions
Article 1 These Regulations are formulated in accordance with the relevant provisions of Customs Law of the People's Republic of China and Statistics Law of the People's Republic of China for the purpose of organizing customs statistics effectively and scientifically, ensuring accuracy, timeliness and completeness of customs statistics material and making full use of functions of their information, consultation and supervision.
Article 2 Customs statistics are the component part of the statistics by State for import and export trades and of national economic statistics, the important basis for the government to institute foreign trade policy and implement macroeconomic regulation and control, and important data for researching the development of foreign economy and trade and international economy and trade relationship of China.
Article 3 Customs statistics are designed to statistically investigate and analyze the goods passing through the Customs of the People's Republic of China (hereinafter referred to as "inward or outward"), to scientifically and accurately reflect the operational state and trend of foreign trade, to provide timely statistical information and consultancy services, to execute efficient statistical supervision, to be involved in international exchanges and cooperation in respect of foreign trade statistics and to improve development of foreign economy and trade.
Article 4 The General Administration of Customs shall uniformly lead customs statistics throughout the country subject to the regulations.
Article 5 Customs authorities at all levels shall strengthen the modernization of statistical computation and technology of data transmission, and make full use of computers, to improve the overall quality of statistical data.
Chapter II Scope of the Customs Statistics
Article 6 Except as provided for otherwise herein, any import and export which may results in increase or decrease of domestic physical resources reserves, shall be subject to customs statistics.
Article 7 The following goods or articles shall be exempted from customs statistics:
1. transit, transshipment and through goods;
2. re-export goods without inward or outward operations;
3. the goods settled in foreign exchange inside the territory without inward or outward operations;
4. temporarily imported or exported goods;
5. inward or outward leased goods with a lease term no more than one year;
6. free counter goods imported or exported;
7. goods shipped back;
8. inward or outward articles for official or personal use for embassies or consulates to or from China;
