Administrative Measures on National Engineering Research Centers

For the purpose of implementing the Decision of the Central Committee of the Communist Party of China and the State Council on Implementing the Outlines of Science and Technology Planning and Strengthening the Self-Innovation Capabilities, strengthening and standardizing the construction and operation management of National Engineering Research Centers and promote the self-innovation capability, we specially made the Administrative Measures on National Engineering Centers, which have been deliberated and adopted by the director's executive meeting of the State Development and Reform Commission. We now promulgate it, which shall be carried out as of April 10, 2007.

Appendix: Administrative Measures on National Engineering Research Centers

Chapter I General Provisions

Article 1 The Management Measures on National Engineering Research Centers ("these Measures") are made pursuant to the laws and regulations as the Law of the People's Republic of China on Science and Technology Advancement and the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements for the purpose of implementing the Decision of the Central Committee of the Communist Party of China and the State Council on Implementing the Outlines of Science and Technology Planning and Strengthening the Capabilities in Self-Innovation, strengthening and standardizing the construction and operation management of National Engineering Research Centers and promoting the self-innovation capability.

Article 2 These Measures apply to the administration of applicationthe State Development and Reform Commission, review, assessment and etc. of national engineering research centers (hereinafter referred to as "Engineering Centers").
"Engineering Centers" mentioned herein refer to such development and research entities as tertiary colleges and universities, scientific and research institutions and enterprises with relatively strong capability in research and development and the comprehensive strength which are organized by the State Development and Reform Commission (the SDRC) pursuant to the significant strategic requirements for the construction of an innovation-oriented country and the optimization and upgrade of the industry with a view to increasing self-innovation capability, strengthening the core industrial competitiveness and potentiality for future development. An Engineering Center is an important part of the National Innovation System.

Article 3 An Engineering Center, is operated under the principle of national and industrial interest, to foster and increase the self-innovation capability, set up a "bridge" between industry and scientific research, study and develop the key industrial generic technology, accelerate the transformation of the achievements of scientific research into productivity and promote the progress of the industrial technology and the increase of the core industrial competitiveness through the establishment of facilities for engineering research and verification and a mechanism for technological innovation and transformation of scientific achievements.

Article 4 The key missions of Engineering Centers are as follows:
1. develop and research the key generic technology urgently needed for technological progress and structural adjustment of the industry according to the requirement of the country and the industrial development;
2. launch engineering and system integration of important scientific and technological achievements with significant market value by orienting towards the market and following the trend of the development of science and technology;
3. achieve technology transfer and proliferation through the market mechanism to provide mature and advanced technology, process and related products and equipments for scale production consistently;
4. promote self-innovation capability by assimilating and re-innovating the imported technology and carrying out international cooperation and exchange;
5. provide verification and counseling service with respect to engineering technology; and
6. cultivate high-level talents in engineering technology research and management for the industry.

Article 5 The duty and responsibility of Engineering Centers are as follows:
1.carry out the intended goal of research and development and transform the achievements therefrom in light of the need of the country and the industry and the requirements of the relevant approval documents;
