The Catalogue on the Guidance for Foreign Investment in Industries (Revised in 2007) had been adopted by the State Council and it is hereby promulgated, which shall come into effect as of December 1, 2007. The Catalogue on the Guidance for Foreign Investment in Industries (Revised in 2004) promulgated by the National Development and Reform Commission and the Ministry of Commerce on November 30, 2004 shall be repealed concurrently.

Article 1 Agriculture, Forestry, Animal Husbandry and Fishery
1. Improvement of low-and medium-yielding fields
2. Cultivation, development and production of woody edible oil, spices and industrial raw materials
3. Non-pollution cultivation techniques of vegetables (including edible fungus, sweet watermelon), dried and fresh fruit, tea, and serialized development and production of these products
4. Development and production of new techniques of crops such as sugar, fruit trees, and forage grass
5. Production of flowers and plants; construction and operation of nursery bases
6. Planting of natural rubber, sisal and coffee
7. Planting and cultivation of Chinese medicinal materials (limited to equity joint ventures and cooperative joint ventures)
8. The returning to fields of crop straw and comprehensive utilization, development and production of organic fertilizer resources
9. Planting of forest trees (bamboos) and fostering of fine seed strains; cultivation of new varieties of polyploid trees and transgenic trees

Article 2 Mining
1. Exploration and exploitation of coal-bed gas and utilization of gas (limited to equity joint ventures and cooperative joint ventures)
2. Exploration and exploitation of oil and natural gas with venture capital (limited to equity joint ventures and cooperative joint ventures)
3. Exploitation of low permeability reservoirs (fields) of oil and gas (limited to equity joint ventures and cooperative joint ventures)
4. Development and application of new technologies that increase the recovery ration of crude oil (limited to equity joint ventures and cooperative joint ventures)
5. Development and application of new oil exploration and exploitation technologies such as geophysical exploration, drilling, well logging, and downhole operation, etc. (limited to cooperative joint ventures)

3. Processing of special natural fiber in accordance with ecology, environmental protection and comprehensive utilization of resources (including animal fibers other than wool fiber, flax fiber, bamboo fiber, mulberry silk, color cotton, etc).
4. Clothing production adopting computer integrated manufacturing system.
5. Production of high-grade carpets, embroidery and knitted products
(VI) Leather, Coat, Feathers (Cashmere) Manufacturing
1. Cleaning technical processing of leather and coat
2. Post ornament and new technical processing of leather
3. Processing of high-grade leather (sofa leather, car cushion leather)
(VII) Lumber Processing and Bamboo, Vine, Palm and Grass Products Manufacturing
1. Development and production of new technology and new products for the comprehensive utilization of three leftovers of forestry ("sub-quality, small and firewood" lumber) and bamboo
(VIII) Paper Making and Paper Product Manufacturing
1. Chemical wood pulp with the annual production capacity of 30 tons or more or chemical mechanical wood pulp with the annual production capacity of 10 tons or more built according to the forest-paper integration, and the manufacture of high-grade paper and paper plate simultaneously (limited to equity joint and contractual joint ventures).
(IX) Petroleum Processing and Coking
1. Intensive processing of needle coke and coal tar
(X) Chemical Raw Material and Chemical Products Manufacturing
1. Mass production of ethane with an annual production capacity of over 800 thousand tons (the Chinese party shall hold a relatively dominant position)
2. Processing and manufacturing of derivatives of ethylene downstream products and comprehensive utilization of ethylene fallout C4-C9 products(not including synthetic rubber from butadiene)
3. Production of corvic with an annual production capacity of over 200 thousand tons (ethylene method)
4. Production of calcium hypochlorite of sodium, PVC and the deep processing products of organic silicon.
5. Production of such basic organic chemical raw materials as benzene, methylbenzene, dimethylbenzene and glycol and their derivatives
6. Production of supporting raw materials for synthesized materials: bisphenol-A, the propylene oxide produced through propylene oxide hydroxide method
7. Production of synthetic fibre raw materials: precision terephthalic acid, , hexyl-lactam, nylon 66 salt and melt-spinning polyurethane resin
8. Production of synthetic rubber: liquid butadiene styrene rubber (not including thermoplastic SBR), butyl rubber, ethyl rubber, butadiene rubber, polyurethane rubber, acrylic rubber, epichlorohydrin rubber, ethylene-propylene rubber, nitrile rubber special rubbers such as fluorine rubber, silicone rubber

2. Production of environmental-protection-oriented chemical fibre such as new solvent fibre, etc.
3. Production of fibre and new pattern of polyester which is not used as fibre: polytrimethylene terephthalate (PTT), polyethylene glycol (PEN), and polytetramethylene terephthalate (PBT)
4. Production of new fiber materials from renewable resources and biomass engineering technology: PLA, PDO etc.
5. Production of polyamide with the daily capacity of 100 tons by a single line.
6. Production of aramid fiber for radial tire fiber and cord
(XIII) Plastic Products
1. New technologies for the production of agricultural film, and development of new products (photolysis film, multi-functional film and raw materials)
2. Clearing up and reutilization of worn-out plastics
3. Development and production of new technology and products of plastic flexible packaging.
(XIV) Nonmetallic Mineral Products
1. Production and development of new type energy-saving and environmental protection building material: light, strong, and multi-function materials for wall, high-class and environment protecting decorating and finishing materials, high-quality water-proof materials, and effective thermal insulation materials
2. Production of energy-efficient chemical building materials as "plastic to replace steel" and "plastic to replace wood"
3. Production of coiled waterproof materials made of elastic and plastic modified asphalt, wide (over 2m) high quality coiled waterproof materials made of Ethylene-Propylene-non-conjugated Diene Rubber and their matching materials, durable coiled PVC materials, and coiled waterproof TPO materials with a capacity of 10 million square meters and above
4. Production of glasses being able to shield electro-magnetic waves, glass plates for use in microelectronic field, lead-less glass allowing the transmission of infrared, electronic grade big-size diffusion pipes made of quartz glass, Generation 2 and Generation 3 MCP, optical fiber panels & image inverters as well as glass light cones
5. Production of glass fibre (through direct melting process) and glass fibre reinforced plastics with an annual capacity of 50, 000 tons and above
6. Production of fiberglass continuous strand mat, fiberglass surface mat, and fiberglass cloth & felt use in microelectronics
7. Production of image transmission fiber bundles and optical fibers for use in laser medical treatment
8. Production of sanitation porcelain with an annual production of 1 million pieces
9. Standardized preparation of ceramic raw materials as well as the production of high-grade decoration materials used in ceramics
10. Production of high-grade refractory materials used in kilns and furnaces such as cement kilns, high-grade (electronic) glass, ceramics, fiberglass, and micro-pore carbon bricks
11. Production of ceramic carriers, AIN ceramic plates, and porous ceramics for use in the catalytic devices of vehicles
12. Production of inorganic non-metal materials & products: artificial crystals, carbon/carbon composite materials, specialty ceramics, specialty sealing materials, high-speed oil-sealed materials, specialty cementitious materials, specialty emulsions, sonar rubber products, as well as heat insulating materials with thermal conductivity at 0.025W/mK or below under room temperatures
