In accordance with the restructuring plan for national bureaus under the administration of the ministries and commissions of the State Council approved through deliberation at the 1st executive meeting of the State Council, the establishment of national bureaus under the administration of ministries and commissions is hereby notified as follows:

State Bureau for Letters and Calls, under the administration of the General Office of the State Council.

State Administration of Grain, under the administration of National Development and Reform Commission.

National Energy Administration, under the administration of National Development and Reform Commission.

State Administration of Science, Technology and Industry for National Defense, under the administration of Ministry of Industry and Information Technology.

State Tobacco Monopoly Administration, under the administration of Ministry of Industry and Information Technology.

State Administration of Foreign Experts Affairs, under the administration of Ministry of Human Resources and Social Security.

State Administration of Civil Service, under the administration of Ministry of Human Resources and Social Security.

State Oceanic Administration, under the administration of Ministry of Land and Resources.

National Administration of Surveying, Mapping and Geoinformation, under the administration of Ministry of Land and Resources.
