Chapter I General Provisions
Article 1
For the purposes of strengthening the administration of places of production of agricultural products, improving their conditions and ensuring their safety, these Measures are formulated in accordance with the Law of the People's Republic of China on Quality and Safety of Agricultural Products.
Article 2
The term "places of production of agricultural products"means the areas where plants, animals, microbes and their derived products are produced. The term "safety of places of production of agricultural products"means that the quality of soil, water body and atmospheric environment of the places of production of agricultural products meets the requirements for production of safe agricultural products.
Article 3
The Ministry of Agriculture shall take overall responsibility for the supervision and administration of safety of places of production of agricultural products in the country.
The agricultural authorities of the local people's governments at or above the county level shall be responsible for demarcation, supervision and administration of the places of production of agricultural products under their respective jurisdiction.
Chapter IIMonitoring and Evaluation of Places of Production
Article 4
The agricultural authorities of the people's governments at or above the county level shall establish and improve the system for monitoring and administration of safety of places of production of agricultural products, intensify the investigation, monitoring and evaluation of safety of places of production of agricultural products, prepare annual reports on the status and development trend of safety of places of production of agricultural products and submit the said reports to the agricultural authorities at a higher level for archival purposes.
Article 5
The agricultural authorities of the people's governments at or above the provincial level shall set up provincial- or national-levelmonitoring points in the following areas so as to monitor the dynamics of safety of places of production of agricultural products and give guidance on administration of safety of places of production of agricultural products and protection of those places.
1.Places of production of agricultural products around industrial and mining enterprises;
2. Wastewater-irrigated areas;
3. Places of production of agricultural products in the suburbs of large and medium-sized cities;
