Relevant consumption tax policies are hereby announced as follows:
Article 1 For products produced or processed by a taxpayer from crude oil or other raw materials and that are in a liquid state at ambient temperature and pressure (i.e., 25°C and 1 atmospheric pressure) (with the exception of asphaltum), the following principles shall apply to determine whether such products are subject to consumption tax ("CT") or not:
