Standard Conditions for Iron and Steel Industry (Revised in 2012)

Announcement of the Ministry of Industry and Information Technology [2012] No. 35

For the purpose of strengthening the administration of the steel and iron industry, regulating the current producing and operating order of the iron and steel enterprises, promoting the structural adjustment and industrial upgrade of the iron and steel industry, the Standard Conditions for Iron and Steel Industry (revised in 2012) are hereby promulgated and shall take effect as of October 1, 2012.

Standard Conditions for Iron and Steel Industry (Revision in 2012)

I. General Provisions
1. These Standard Conditions are enacted in accordance with the Several Opinions of the General Office of the State Council on Further Strengthening the Energy Saving and Emission Reduction and Expediting the Structural Adjustment of the Iron and Steel Industry (Guo Ban Fa [2010] No. 34), the Twelfth-five-year Planning for the Development of Iron and Steel Industry and other relevant laws and regulations with the purpose to strengthen the administration on the iron and steel industry and regulate the existing producing and operating order of the iron and steel industry.
2. These Standard Conditions are applicable to the existing integrated iron and steel enterprises and iron and steel smelting enterprises within the territory of the People's Republic of China (excluding Hong Kong, Macao, and Taiwan).
3. These Standard Conditions are the fundamental conditions for the production and operation of the iron and steel industry, are the standards adoptable to the current development level of the iron and steel industry and will be optimized with the increase of the overall level of Chinese iron and steel industry.

II. Standard Conditions
1. Quality of products
(1) The iron and steel industry shall have complete product quality management system, maintain good product quality credit records and have not major product quality problems in the recent two years.
(2) The quality of the products of the iron and steel industry shall satisfy relevant national and industrial standards and the iron and steel industry is prohibited to manufacture the Grade 1 twisted steel, Grade II twisted steel (after 2013), hot-rolled silicon sheet and other steel products that shall be eliminated as set forth in the Catalog of the Out-of-date Producing Process, Equipment and Products of Some Industries to Eliminated (2010 Version) (Gong Chang Ye [2010] No. 122).
2. Environmental protection
(1) The enterprises shall have complete environmental protection management system, be equipped with necessary pollutant curing facilities, be equipped with the automatic pollution source supervision system connected with the local environmental authorities pursuant to the provisions of the competent national environmental protection authority, and shall have no major environmental pollution accidents or major ecological damage accident in the recent two years.
