The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions of the State Council and the departments directly subordinated to the State Council:
Since the reform and opening up, China has witnessed the rapid development of the circulation industry with continuously expanded transaction scale, significantly improved infrastructure, ceaselessly emergency of new types of businesses, and the rapid development of modern circulation means. The circulation sector has become the fundamental and leading sector of the national economy. However, generally speaking, the circulation sector is still in the process of extensive development, such as unreasonable network distribution, disproportional rural-urban development, lower concentration ratio and lower degree of informatization, standardization and internationalization, all of the problems in low efficiency and high costs have become more and more obvious. For the purpose of adapting to the demands for the economic and social development under the new situations and expediting the reform and development of the circulation sector, these Opinions are set out as follows:
I. Guiding ideology, basic principles and main objectives
1. Guiding ideology: i) deepening the implementation of the Scientific Outlook on Development under the guidance of Deng Xiaoping Theory and the important thought of "three represents"; ii) expediting the transformation of the development modes of the circulation industry by increasing the circulation efficiency, facilitating the service for the public, ensuring the quality of the products, guiding the production and development and promoting the consumption of the residents; iii) solving the key issues hindering the development of the circulation industry, lowering effectively the circulation costs and increasing the level of modern circulation overall.
2. Basic principles: i) adhering to the combination of the role of the market and the optimization of the governmental function; ii) exerting the fundamental role of the market to allocate the resources, following the law of value and the rules of the market and strengthening the position of the enterprises in the market; iii) increasing the capability of the governments to provide public service, and conduct market supervision and macroeconomic control; iii) continue to deepen the reform while expand the opening to the outside world; iv) deepening the reform in all aspects of the circulation field to provide systematic guarantee for the development of the circulation industry; v) continuing to advance the opening of the circulation system to the domestic and foreign investors to promote the development by means of opening; vi) continuing to promote the development while strengthening the regulation by increasing the support for the key fields and weak points to promote and expedite the development of the circulation industry, strengthening the regulation of the market order, increasing the development quality of the industry and ensuring and improving the people's livelihood effectively; vii) adhering to the combination of standing from the present and planning from the long view; viii) taking effective measures to lower the circulation costs based on the current demands while establishing a long-term effective mechanism to guide the circulation industry to promote the production and consumption from the point view of long-term development.
3. Main objectives. The general objective of the development of the circulation industry by 2020 is to basically establish a modern circulation system that is uniform and open, orderly and competitive, safe and high-efficient, and integrated into the rural and urban areas, to significantly increase the modernization level of the circulation industry, and to further enhance the contribution to the development of the national economic and social development.
-- to increase the efficiency and lower the costs effectively and obviously in the circulation system where the turnover of the circulating assets of the wholesale and retail enterprises speeds up and the ratio of the total logistics costs of the whole society to the domestic gross product deceases significantly.
-- to cause the modern information technology to be widely applied in the circulation system where e-commerce, chain operation and uniform distribution become the main circulation means and the proportion of the chain operation will reach 22% approximately and the proportion of the uniform distribution the products will reach 75%, and to increase the capability of the circulation industry to integrate the resources and optimize the allocation.
-- to increase the competitive force of the competition subjects to form a group of large-scale circulation enterprises that have wide networking coverage, significant main business, reputed brand and strong international competitive force.
-- to better optimize the policies, market and legal environment for the development of the circulation industry where the market operates much stably and regularly, the civilians consume more convenient and safer and a uniform market is basically formed in the whole country.
II. Main tasks
4. Strengthening the construction of the modern circulation system: i) constructing a national-wide key circulation network and building a group of business centers, professional markets and national-wide or regional distribution centers with active role in radiation and stimulation by relying on the traffic hubs, production bases, central cities and large-scale commodity distributing centers; ii) advancing the transformation of the bulk commodity trading market to spot goods market and increasing the trading alternatives of the futures market; iii) optimizing the layout of the urban circulation network and advancing orderly the construction of the trading center cities and commercial streets, supporting the proper concentration of featured commercial activities and encouraging the development of the convenience stores, small and medium sized supermarkets, etc to create a service system that facilitates the consumption and provides convenience for the life; iv) encouraging large-scale circulation enterprises to expand their operating network to the rural area, to increase the operating offices in the rural area, expand the function of the operating offices, and train and develop rural brokerages, and encouraging the rural professional cooperative unions to increase their logistic distribution capability and marketing and service ability; v) supporting the circulation enterprises to establish marketing networks that integrate the rural area and the urban area, facilitating the channels for the distribution of the agricultural products to the urban area and the industrial products to the rural area; vi) encouraging the development of third-party logistics, encouraging the internal logistics departments of the enterprises to provide service for the public; vii) strengthening the effective linkage of the inter-city distribution, urban distribution and the rural distribution, promoting the "non-stop" poll system for the highway, regulating the construction of the cargo loading and unloading stations and their operating standards; viii) expediting the construction of the complete and advanced waste and old recycling system, optimizing the second-hand goods circulation network and promoting the circulating economy.
