The people's governments of all provinces, autonomous regions, municipalities directly under the Central Government, all ministries, commissions of the State Council and organs directly under the State Council,

Water is the source of life, requirement of production and basis of ecology. China has large population and inadequate water, water resource distribution is uneven temporally and spatially, these are its basic national conditions and water conditions. Currently, Chinese water resource is faced with extremely severe conditions, and the issues as shortage of water resource, serious in water pollution, deterioration of water ecological environment are becoming more and more extrusive, and turn into the major bottleneck restricting the sustainable economic and social development. In order to fully implement the requirements of CPC water conservancy work meeting and the Decision of CPC, the State Council on Accelerating the Reform and Development of Water Conservancy (Zhong Fa [2011] No. 1), we come up with the opinions concerning implementation of strictest water resources management principle as follows:

I.General Requirements
1. Guiding Ideology. We shall deeply apply the Scientific Outlook on Development, focus on water resources allocation, saving and protection, strengthen the management on water demand and water-using process, by improving the principles, fulfilling the responsibilities, enhancing the capacity, intensifying supervision, strictly control the total water demand, fully improve the water-using efficiency, strictly control the total volume of water pollution discharge into rivers and lakes, accelerate the construction of water-saving society, promote the sustainable use of water resources and transformation of social development way, push forward the coordination between the social and economic development, and the water resources and environment carrying capacity, to ensure long-term stable and fast development of society and economy.
2. Fundamental Principle. We shall insist on people first, exert our efforts to settle the most practical problem of water resources of the greatest and most direct concerned to the mass, ensure the safety of drinking water, safety of water supply and safety of ecology; we shall insist on harmony between people and water, respect the natural law and development rule of society and economy, do well in disposing of the relations between water resource development and protection by deciding demand on water, using according to water volume, suiting measures to different water conditions; we shall also insist on making overall plans and take all factors into consideration, make good coordination on water use in life, production and ecology, as well as on the relations of water upstream and downstream, right and left shoulders, main and branch waterways, surface water and ground water; we shall insist on reform and creation, improve the water resources management system and mechanism, improve the management methods and ways; we shall also insist on adjusting measures to local conditions, carry out guidance by different types, attach importance on feasibility and effectiveness of the implementation of principle.
3. Main Objectives. We shall confirm the red line for controlling the development and utilization of water resources, and control the national total volume of water-using within 700 billion cubic meters in 2030; we shall confirm the red line for controlling the water-using efficiency, the water-using efficiency reach or close to the world advanced level in 2030, and reduce the water-using volume per ten thousand Yuan industrial added-value (calculated at the constant price in 2000, similarly hereinafter) to 40 cubic meters or below, raise the coefficient of irrigation water to 0.6 or above; we shall confirm the red line for restricting the pollution admission in water functional zones, control the total volume of water pollution discharge into rivers and lakes in 2030 within the capacity of pollution admission in water functional zones, raise the water qualification rate in water functional zones to 95% or above.
To achieve the above-mentioned objectives, in 2015, we shall strive to control the national total volume of water-using below 635 billion cubic meters, reduce the water-using volume per ten thousand Yuan industrial added-value at 30% or above compared with that in 2010, raise the coefficient of irrigation water to 0.53 or above; raise the water qualification rate in water functional zones of major rivers and lakes to 60% or above. In 2020, we shall strive to control the national total volume of water-using below 670 billion cubic meters, reduce the water use volume per ten thousand Yuan industrial added-value to 65 cubic meters, raise the coefficient of irrigation water to 0.55 or above; raise the water qualification rate in water functional zones in major rivers and lakes to 80% or above, and make the water qualification in urban water supplying fields fully up to the standards.
