In order to ensure smooth traffic flow and good air quality during the 2008 Beijing Olympic and Paralympic Games, a commitment made by the Beijing Municipal Government during the bidding for the Olympic Games, and in pursuance of the Resolution of the Standing Committee of the Beijing People's Congress on Further Improvement of Law and Order for the Smooth Preparation for and Successful Running of the Olympic Games, the Municipal Government has decided to adopt the following temporary traffic control measures for the Beijing-registered motor vehicles (including vehicles with temporary license plates) from July 1 to September 20, 2008.
I. From the zero hour of July 1 to the 24th hour of September 20, vehicles with yellow environmental labels or test license plates shall be banned off the road within Beijing's administrative region.
II. From the zero hour of July 20 to the 24th hour of September 20, Beijing-registered vehicles with plates ending in odd numbers shall be allowed on the road on odd dates and those with plates ending in even numbers shall be allowed on even dates.
