Opinions on Doing a Good Job in the Linkage of Industrial and Commercial Registration for the Undertaking of Industrial Transfer by the Central and Western Regions

The administrations for industry and commerce and market supervision administrations of all provinces, autonomous regions, municipalities directly under the Central Government, and vice-provincial cities,

For the purposes of implementing the Guiding Opinions of the State Council on Undertaking Industrial Transfer by Central and Western Regions (Guo Fa [2010] No. 28) and the Circular of the General Office of the State Council on Printing and Issuing the Scheme on Dividing Key Work for Implementing the Guiding Opinions of the State Council on Undertaking Industrial Transfer by Central and Western Regions (Guo Ban Han [2011] No. 10), giving full play to the functions of industrial and commercial administration, actively servicing the economic structuring and transformation of economic development patterns, and doing a good job in the linkage of industrial and commercial registration for the undertaking of industrial transfer by central and western regions, we hereby put forward the following opinions:

I.To further strengthen the sense of responsibility for and sense of urgency in doing a good job in the linkage of industrial and commercial registration for the undertaking of industrial transfer by central and western regions
Industrial transfer is an effective means of optimizing distribution of productive forces and forming reasonable industrial division system and also an inevitable demand of promoting industrial restructuring and speeding up transformation of economic development patterns. Recently, both domestic and international industrial divisions are under deep adjustment and the industrial transfer from eastern coastal areas to central and western regions of our country has been sped up. Central and western regions may give full play to such advantages as rich resources, low factor costs, and deep market potential and the active undertaking of both domestic and overseas industrial transfer by central and western regions is favorable to speeding up the new type industrialization and urbanization of central and western regions, promoting balanced development between regions not only, but also to pushing forward economic restructuring and upgrading of eastern coastal areas and optimizing industrial division and distribution nationwide.
Registration of market entities is one of basic functions of the industrial and commercial administration, a basic work of the government for regulating and administering the economic society, and a window of performing duties and servicing society by the administrations for industry and commerce. All administrations for industry and commerce at various levels shall center on the theme, stick to the principal line, further increaser the sense of responsibility and sense of urgency according to the requirements of "To further service economic development more consciously, to strengthen market supervision more efficiently, to do more work in protecting consumer rights, to work harder to promote law-based administration, and to train the cadre team more strictly", implement the "16-character" guidelines of "To increase the gross, to expand the scale, to encourage the advanced, and to eliminate the backward" earnestly in the undertaking of industrial transfer, actively service the construction of main functional regions and the balanced economic development among regions, perform the functions of industrial and commercial registration according to law, strengthen the coordination and linkage effectively, build a just, transparent, convenient, and efficient environment of market access for the market entity, and complete the target tasks of promoting the industrial development in central and western regions and economic structuring and upgrading in eastern coastal areas in earnest.

II.To take multi-measures to do a good job in the linkage of industrial and commercial registration for the undertaking of industrial transfer by central and western regions
