Regulations of Shaanxi Province on Continuing Education of Specialized Technical Personnel

Article 1 These Regulations are formulated in accordance with the Education Law of the People's Republic of China and the Law of the People's Republic of China on Scientific and Technological Advancement and other relevant laws and regulations with consideration of the practical situations of Shaanxi Province, for the purposes to improve the quality of specialized technical personnel, to develop the cause of Continuing Education and to meet the demand of socialist modernization.

Article 2 These Regulations shall apply to the specialized technical personnel serving in the enterprise and institutional units of Shaanxi Province.

Article 3 Continuing Education in these Regulations shall refer to the replenishment, renewal, expansion and elevation of the knowledge and skills of specialized technical personnel in service, in order to impel the specialized technical personnel to learn new knowledge and new techniques and to improve their vocational skills and management level.

Article 4 Continuing Education shall implement the educational guidelines of the State and insist on the principles of integrating theory with practice, combining study and application, teaching according to demand and striving for actual efficiency.

Article 5 The personnel administrative departments of Shaanxi Province shall be responsible for the unitary planning and management of Continuing Education in the whole Province.
The personnel administrative departments of the local people's governments at or above the county level shall be in charge of Continuing Education and be responsible for the guidance, coordination, assessment and supervision of Continuing Education within their administrative jurisdictions.
The administrative departments of education, science and technology and the other, shall cooperate with the personnel administrative departments to manage the work of Continuing Education within their own limitation of powers.

Article 6 Government departments and trade organizations shall manage the Continuing Education of their own departments and trades, and shall be responsible for the formulation and implementation of the plans of Continuing Education of their own departments and trades pursuant to the Continuing Education plans of the whole Province.
Administration work of Continuing Education in enterprise and institutional units with no departments in charge, shall be under the responsibility of the personnel administrative departments at the same level of the approval or registration and establishing organs.

Article 7 Enterprise and institutional units shall fulfill the following duties for the implementation of Continuing Education:
