The people's governments of all provinces, autonomous regions and municipalities, all ministries, commissions and departments directly under the State Council:

For the purposes of maintaining food quality and safety as well as protecting the public health, the State Council has decided to cancel the food quality inspection exemption systems provided in the "Decisions of The State Council On Concerning Further Improvement of Food Quality" (Guo Fa [1999] No.24) issued on December 5, 1999.

All the regions and departments must effectively strengthen the leadership and strictly perform their duties, and closely inspect and monitor food quality and safety in accordance with the relevant laws and regulations to ensure food safety and quality.
