Measures of Hebei Province for the Supervision and Regulation of the Production and Distribution of Metallurgic and Mineral Products

The Measures of Hebei Province for the Supervision and Regulation of the Production and Distribution of Metallurgic and Mineral Products, which were adopted at the 80th executive meeting of the People's Government of Hebei Province on January 28, 2011, are hereby promulgated and shall come into effect as of April 1, 2011.
Measures of Hebei Province for the Supervision and Regulation of the Production and Distribution of Metallurgic and Mineral Products
Article 1 These Measures are formulated in accordance with the Regulations of Hebei Province on Supervision and Regulation of the Production and Distribution of Metallurgic and Mineral Products.
Article 2 The competent regulatory department of metallurgic and mineral products of the People's Government of Hebei Province shall be responsible for the supervision and regulation of the production and distribution of metallurgic and mineral products in the province. With the authorization by the competent regulatory department of metallurgic and mineral products of the People's Government of Hebei Province, the provincial institutions engaged in the administration of the production and distribution of metallurgic and mineral products shall be responsible for concrete work in relation to the supervision and regulation of the production and distribution of metallurgic and mineral products.
Competent departments of metallurgic and mineral products of the people's governments of cities divided into districts or/and counties (cities and districts) shall be responsible for the supervision and regulation of the production and distribution of metallurgic and mineral products in their respective administrative areas.
Article 3 People's governments above the county level shall order the rectification or restructuring of small metallurgic and mineral product mining enterprises and small ore dressing enterprises without reliable resource supply, eliminate ore mining and dressing techniques and equipments which destroy and waste mineral resources, damage and pollute the ecological environment, and fail to ensure production safety, and shall popularize and utilize new technology, new techniques or new equipment, improve the overall equipment and technological sophistication of the metallurgy and mining sector, and promote the rational development and utilization of metallurgic and mineral resources.
Article 4 Entities engaged in production of metallurgic and mineral products must have the metallurgic and mineral product production permit issued by the competent regulatory department of metallurgic and mineral products of the People's Government of Hebei Province.
Article 5 When applying for the metallurgic and mineral product production permit, a metallurgic and mineral product exploitation entity shall submit the following materials to the competent regulatory departments of metallurgic and mineral products of the people's governments of the cities divided into districts:
1. A written application;
2. A photocopy of each of the business license, ore mining license, and production safety permit for non-coal mines;
