Ministry of Land and Resources Promulgated the Circular of the Ministry of Land and Resources on Issues Concerning Further Improving the Work and Increasing the Efficiency of Review and Approval of Construction Land Use Rights

On May 5, the Ministry of Land and Resources Promulgated the Circular of the Ministry of Land and Resources on Issues Concerning Further Improving the Work and Increasing the Efficiency of Review and Approval of Construction Land Use Rights (the "Circular").

The Circular requires that the land and resources administrative authorities of each level must further improve and regulate the work concerning the review and approval of land use rights for construction projects, simplify and accelerate the progress of review and approval of construction land use rights, increase the efficiency of review and approval of granting of land use rights, and strengthen the capacity to satisfy the demands for land use. The administrative authorities shall take measures to support the construction of key projects: on one hand, the administrative authorities shall involve in such key projects in advance to provide initiative service; on the other hand, the administrative authorities shall regulate the occupation of land by key projects in advance without approval. For those projects with land use preliminary review and project establishment application having been approved by the Ministry of Land and Resources, the local governments are not required to submit the name of the developers using the land once more.
