Eight Authorities Issue Plan for Enhancing Industrial Foundation Capabilities During the 15th Five-Year Plan Period

Recently, the Ministry of Industry and Information Technology (MIIT) and seven other authorities have issued the Plan for Enhancing Industrial Foundation Capabilities During the 15th Five-Year Plan Period (the "Plan").

The Plan specifies that by 2030, weaknesses in China's industrial foundation will be significantly alleviated; technological innovation capabilities, self-reliance, and the capacity to supply high-quality products will be comprehensively enhanced; the quality of foundational products will be markedly improved; a number of key foundational products that drive innovation in complete equipment, as well as several well-known brands with international influence, will be developed; a new group of manufacturing single champion enterprises and specialized, sophisticated, distinctive, and innovative "little giant" enterprises in industrial foundation sectors will be cultivated; investment mechanisms supporting the long-term development of the industrial foundation will be further improved; and China's overall industrial foundation capabilities will reach internationally advanced levels, providing strong support for building a modern industrial system underpinned by advanced manufacturing. Accordingly, the Plan sets out 22 key tasks in seven areas, including enhancing self-reliance in industrial foundations, strengthening industrial foundation innovation capabilities, improving the industrial technology foundation system, and raising the quality of industrial foundations. The Plan also calls for stronger interdepartmental coordination and coordination between central and local authorities to support its implementation.
