Recently, the Ministry of Industry and Information Technology (MIIT) has issued the Circular on Launching the Development of Specialized, Sophisticated, Distinctive, and Innovative Empowerment Centers (the "Circular").
The Circular states that, with a focus on promoting the deep integration of scientific and technological innovation and industrial innovation and strengthening enterprises' principal role in scientific and technological innovation, a number of specialized, sophisticated, distinctive, and innovative empowerment centers will be established nationwide during the 15th Five-Year Plan period under a model of piloting first and then promoting more broadly. According to the Circular, the centers are positioned as technological innovation service institutions that focus on specialized fields, prioritize full-process technological innovation services, and empower small and medium-sized enterprises (SMEs) in pursuing specialized, sophisticated, distinctive and innovative development. These centers will emphasize professional services, focus on clearly defined specialized areas, and demonstrate high-level capabilities. They may be newly established or developed by integrating and optimizing existing institutions, but existing institutions shall not simply be redesignated as such, so as to avoid an emphasis on designation rather than substantive results. The Circular also specifies that the development of the centers shall include, but not be limited to, the following areas: (1) coordinating and pooling innovation resources; (2) providing in-depth support for technological innovation; (3) providing scientific and technological intelligence and technical consulting; (4) providing services for digital, intelligent and green transformation; and (5) promoting industrial chain integration and international cooperation.
