GAC Seeks Comments on Measures for the Administration of Unit Consumption in Processing Trade
Promulgation date: 2026-10-21 Chinese version
The General Administration of Customs (GAC) recently revised and formulated the Measures of the Customs of the People's Republic of China for the Administration of Unit Consumption in Processing Trade (Draft for Comment) (the "Draft") to solicit public comments on whether the Draft contains any provisions that may affect fair competition by October 27, 2026.

The Draft mainly involves the following revisions: (1) removing requirements for the administration of unit consumption standards; (2) relaxing requirements for declaring unit consumption before submitting applications for verification and write-off; (3) optimizing the scope of unit consumption review; (4) deleting provisions concerning "unit consumption questioning, unit consumption determination, and reexamination"; and (5) revising other provisions. According to the Draft, "unit consumption review" refers to spot checks and verification conducted by customs officers on unit consumption declared by processing trade enterprises. It is a manual customs review initiated ex officio, distinct from the automated logical checks performed by computer systems, and should be consistent with the existing customs clearance, tariff administration, and other relevant regulatory systems.
