Seven Authorities Issue Plan for Development of the Advertising Industry During the 15th Five-year Plan Period

The State Administration for Market Regulation (SAMR) and six other authorities have jointly released the Plan for Development of the Advertising Industry During the 15th Five-year Plan Period (the "Plan").

The Plan envisions that, by 2030, the advertising industry will achieve average annual growth of around 10% in scale and the development quality of business entities will continuously enhance; investment in industrial R&D and creativity will keep increasing, and significant improvements will be made in digitalization and intelligentization; advertising will provide stronger support for industrial upgrading and consumption growth, thereby further driving the globalization of brands, among other initiatives. To this end, the Plan outlines key tasks in five areas: (1) pursuing innovation-driven development to create new advantages for the transformation and upgrading of the advertising industry; (2) seeking integrated empowerment to enhance the quality and effectiveness of advertising services in supporting the real economy; (3) ensuring coordination and opening-up to expand opportunities for domestic and international cooperation in the advertising industry; (4) building values to promote new social trends through public service advertising; and (5) realizing efficient governance to strengthen safeguards for the safe development of the advertising industry. Notably, the Plan calls for promoting the healthy development of digital and intelligent advertising, regulating the development of generative AI advertising, strengthening regulation of platform enterprises concerning data, algorithms, traffic, and rules, and promoting win-win outcomes for platform enterprises and business operators on their platforms.
