MEM Seeks Comments on the Provisions on Safety Training for Production and Business Operation Entities

Recently, the Ministry of Emergency Management (MEM) has revised the Provisions on Safety Training for Production and Business Operation Entities (Draft for Comment) (the "Draft") and is now soliciting public comments. The deadline for submitting comments is October 8, 2026.

The major revisions in the Draft include the following: (1) tightening safety training requirements for the "key minority"; (2) strengthening the management of safety training for all employees; (3) increasing penalties, in accordance with the law, for failure to provide adequate training; (4) strengthening the assessment and management of principal persons in charge and work safety management personnel in high-risk industries; and (5) incorporating relevant requirements for coal mine safety training. In particular, the Draft requires all employees of production and business operation entities to receive work safety training, calls for more in-depth safety training for special operation personnel and other employees, and makes the criteria for determining major accident hazards in the relevant industries and sectors and the prevention and control of safety risks key components of training. Employees shall receive no fewer than eight hours of refresher training each year.
