Plan for Promoting the Development of Small and Medium-sized Enterprises During the 15th Five-year Plan Period Unveiled by Ten Authorities

The Ministry of Industry and Information Technology (MIIT) and nine other departments recently published the Plan for Promoting the Development of Small and Medium-sized Enterprises During the 15th Five-year Plan Period (the "Plan").

The Plan envisions that, by 2030, China's small and medium-sized enterprises (SMEs) will achieve growth in both quality and scale, with their operating revenue and total assets maintaining steady growth, labor remuneration and labor productivity increasing steadily, and per capita operating revenue of SMEs above designated size posting cumulative growth of around 15 percent, among other targets. Focusing on the high-quality development of SMEs, the Plan identifies major tasks in seven areas, supported by seven dedicated projects and initiatives: (1) keeping businesses and employment stable and promoting employment through entrepreneurship; (2) strengthening enterprise cultivation and enhancing the development of specialized and sophisticated SMEs; (3) accelerating digital, intelligent and green development and driving enterprise transformation and upgrading; (4) promoting coordinated and integrated development and enhancing the supporting capacity of industrial chains; (5) strengthening the supply of production factors and consolidating the foundations for development; (6) improving the SME service system and helping enterprises reduce costs and improve quality and efficiency; and (7) strengthening legal and policy safeguards and improving the environment for the development of SMEs.
