SAMR to Advance "Same Production Lines, Same Standards and Same Quality" for Products for Domestic and Export Markets

Recently, the State Administration for Market Regulation (SAMR) has drafted the Implementation Opinions on Further Advancing "Same Production Lines, Same Standards and Same Quality" for Products for Domestic and Export Markets and Promoting Consumption Expansion and Quality Improvement (Draft for Comment) (the "Draft") and is now soliciting public comments. The deadline for submitting comments is October 3, 2026.

The Draft sets out an overall framework centered on "three clarifications": (1) clarifying the positioning and assessment methods for products for domestic and export markets that are manufactured on the same production lines, to the same standards, and at the same level of quality ("Three-Same" products), to enhance standardization; (2) clarifying the product mark and promotional platforms for "Three-Same" products to expand their influence; and (3) clarifying display content and regulatory approaches for "Three-Same" products to ensure conformity. In particular, the Draft provides for the development of a unified mark for "Three-Same" products, which may be used by enterprises that declare their products to conform to the "Three-Same" requirements. It also specifies that local commerce authorities shall support enterprises in participating in the "Quality Export Products Across China" campaign and encourages integrated service platforms for domestic and foreign trade or service platforms for "Three-Same" enterprises to provide services such as centralized product showcases, sales channel connections, and marketing, thereby increasing the recognition and influence of "Three-Same" products.
