Recently, the Ministry of Finance (MOF) has issued the Circular on Effectively Implementing the Newly Revised Law on Certified Public Accountants (the "Circular").
The Circular sets out arrangements in four areas: fully recognizing the significance of the amendments to the Law on Certified Public Accountants, strengthening publicity and training on the newly revised Law, accelerating the revision and improvement of institutional arrangements, and effectively organizing the implementation of the new Law. In particular, the Circular requires local authorities to promptly review and update local regulations, rules, and normative documents involving matters amended by the newly revised Law, while local institutes of certified public accountants are required to review their self-regulatory documents. Provisions that contravene the newly revised Law shall cease to be implemented and shall be repealed; provisions that are inconsistent with the newly revised Law shall be amended; and where supporting policies lack coordination or alignment, institutional arrangements shall be streamlined to ensure close alignment with the legal framework governing certified public accountants.
