MOFCOM Launches Green Consumption Pilot Program

The Ministry of Commerce (MOFCOM) recently released the Circular on Launching the Pilot Program for Green Consumption (the "Circular").

The Circular focuses on key areas and critical processes of green consumption. It calls for exploring management, business model, institutional, and policy innovations tailored to local conditions to complete various tasks, such as expanding the supply of green products, promoting green service consumption, innovating green consumption models, advancing green recycling, improving the green consumption environment, reinforcing the foundation for green consumption, and enhancing policy support. Through the pilot program, a number of targeted, easily operable, replicable, and scalable best practices and model cases will be developed, the green consumption incentive mechanism will be perfected, and green consumption will be further expanded. According to the Circular, eligible applicants include districts (counties) subordinate to cities, national-level economic and technological development zones, national high-tech industrial development zones, development zones approved by local authorities in accordance with applicable regulations, and industrial parks. Each province, autonomous region, municipality directly under the central government, city specifically designated in the state plan, and the Xinjiang Production and Construction Corps may recommend no more than three applicants
