State Council Issues the Plan for Implementing the Employment-first Strategy During the 15th Five-year Plan Period

The State Council recently released the Plan for Implementing the Employment-first Strategy during the 15th Five-year Plan Period (the "Plan").

The Plan sets out the guiding principles, objectives, key tasks, and policy measures for deeply implementing the employment-first strategy and promoting high-quality and full employment during the 15th Five-year Plan period. According to the Plan, during the 15th Five-year Plan period, overall employment will remain stable, employment opportunities will become more abundant, a fairer employment environment will be created, the employment structure will be further optimized, job-person matching efficiency will be enhanced, labor relations will become more harmonious, and new progress will be made in achieving high-quality and full employment. To this end, the Plan outlines nine key tasks: (1) strengthening the employment-first orientation in macroeconomic regulation; (2) enhancing coordination between industrial development and employment growth; (3) accelerating the development of a modernized workforce; (4) expanding employment and career development channels for college graduates and other young people; (5) increasing employment support for key groups, including migrant workers and veterans; (6) promoting the sound development of flexible employment and new forms of employment; (7) improving the framework of employment and entrepreneurship services; (8) strengthening protection of workers' employment rights and interests; and (9) enhancing employment monitoring, early warning, and risk response mechanisms.
