Recently, the General Administration of Customs (GAC) has issued Announcement [2026] No. 83 to further standardize the procedures for handling customs inspection and quarantine administrative penalty cases and the use of relevant legal documents.
The Announcement releases a total of 55 standard documents, including 45 administrative penalty documents and 10 documents related to administrative coercive measures, thereby establishing a complete system of legal documents for customs inspection and quarantine administrative penalties. The administrative penalty documents cover the entire process from case filing and investigation, notification and hearings, and service of decisions to enforcement and case closure. The documents related to administrative coercive measures cover all stages of administrative coercive measures, including seizure, impoundment, sealing, demand notices, and compulsory enforcement. This batch of templates has three main features: (1) balancing consistency in law enforcement with the specific characteristics of customs inspection and quarantine; (2) improving the standardization of law enforcement; and (3) strengthening services for the public and the protection of rights and interests.
