MIIT Seeks Comments on Intelligent and Connected Vehicle - Safety Requirements for Automated Driving System and Others

The Ministry of Industry and Information Technology (MIIT) has published two mandatory national standards, including the Intelligent and Connected Vehicle - Safety Requirements for Automated Driving System (Draft for Approval) (the "Draft"), as well as the foreign-language version of the mandatory national standard On-board Accident Emergency Call System (Draft for Approval). All these documents are hereby announced for public consultation by June 24, 2026.

The Draft mainly involves the following revisions: (1) revising the title of the standard to clarify safety requirements; (2) revising the scope of application; (3) updating normative references; (4) adjusting terms and definitions; (5) adding abbreviations; (6) revising requirements for dynamic driving tasks; (7) revising human-machine interaction requirements; (8) revising user notification requirements; (9) revising safety maintenance specification; (10) adding testing requirements for safety maintenance specification; (11) adding testing requirements for safety case; (12) revising confirmation tests; (13) adding criteria for determining the same vehicle type; (14) adding provisions on the implementation of the standard; (15) revising technical requirements for takeover capability monitoring; (16) adding specific technical requirements for Level 3 automated driving functions applicable to highways and/or urban expressways; (17) adding specific technical requirements for Level 4 automated driving functions; and (18) revising the provisions on safety case.
