Recently, the Ministry of Human Resources and Social Security (MOHRSS) and three other authorities have issued the Circular on Supporting the Development of the Marine Economy and Promoting Employment and Entrepreneurship (the "Circular").
The Circular sets out measures in two areas: promoting employment stability, expanding employment capacity, and improving employment quality in the marine economy sector; and strengthening employment and entrepreneurship service support for the marine economy. In particular, the Circular emphasizes stabilizing and expanding employment in traditional marine industries, cultivating and developing the modern fishery industry, supporting eligible regions in establishing modern marine ranches and distant-water fishery bases, accelerating the modernization of port and shipping infrastructure, and further tapping into employment opportunities in marine-related sectors. Meanwhile, the Circular encourages the development of new employment growth drivers in emerging marine industries by fostering and expanding the marine pharmaceuticals and biological products industry and strengthening the development, proposal, and recognition of new occupations in fields such as energy exploration, seawater desalination, deep-sea exploration and development, marine pharmaceuticals, and biological products. The Circular also supports the development of new business forms and models in the marine services sector, the introduction of marine cultural and creative products, the creation of high-quality tourism brands, the vigorous development of modern shipping services such as shipping finance, marine insurance, and arbitration, and the cultivation of clusters of high-caliber shipping professionals, thereby broadening career development pathways.
