Promulgation date: 2026-06-11 Chinese version
Recently, the National Technical Committee 260 on Cybersecurity of the Standardization Administration of China (TC260) has formulated and released two practical guides to cybersecurity standards for public consultation, including the Guidelines for the Security of Artificial Intelligence Applications: Healthcare (Draft for Comment) (the "Draft") and the Guidelines for the Security of Artificial Intelligence Applications: Education Sector (Draft for Comment). The deadline for submitting comments is June 24, 2026.

The Draft clarifies that physicians shall remain the decision-makers in medical practice, while artificial intelligence (AI) may only serve as an auxiliary tool and shall not replace physicians' professional judgment or ethical responsibilities. Outputs generated by AI, including diagnostic recommendations and treatment plans, must be reviewed and confirmed by physicians. Physicians shall make comprehensive judgments based on individual conditions such as patients' medical histories and lifestyles and shall not rely blindly on AI systems. The Draft further provides that patients should be informed of the extent of AI involvement in diagnosis and treatment and have the right to refuse AI-assisted services.
