The Ministry of Industry and Information Technology (MIIT) recently released the Implementation Opinions on "Artificial Intelligence + Information and Communications" Innovation-driven Development (2026–2028) (the "Opinions").
The Opinions envision that, by 2028, an innovation-driven development framework featuring the integration and mutual reinforcement of artificial intelligence (AI) and information and communications technologies will be initially established, information and communications networks will reach an initial stage of high-level autonomous intelligence; the capability of information infrastructure such as networks and computing power to support AI will be further enhanced, and the coverage of one-millisecond-latency access to computing power in metropolitan areas will reach no less than 75%. By 2030, significant breakthroughs will be achieved in key core technologies for the integration of AI and information and communications networks; the integrated sensing, communications, computing and intelligence service capabilities will be greatly improved, and a complete collaborative innovation and industrial ecosystem will be formed. The Opinions identify 17 specific tasks in four areas: driving the intelligent upgrading of the information and communications industry, strengthening the foundation for AI development, promoting integrated applications, and enhancing industry governance.
