MEM Proposes Measures to Strengthen Management of Work Safety Expenditures by Enterprises

Recently, the Ministry of Emergency Management (MEM) has released the Guiding Opinions on Further Promoting Enterprises to Strengthen Management of Work Safety Expenditures and Facilitating the Transformation of the Work Safety Governance Model Toward Preventive Governance (Draft for Comment) (the "Draft") and is now soliciting public comments. Comments on its impact on fair competition are also being solicited, with the deadline set for July 5, 2026.

The Draft consists of five parts: general requirements, improving management mechanisms, standardizing policy implementation, enhancing the quality and effectiveness of regulation, and strengthening organizational support. In particular, the Draft establishes working mechanisms for promoting enterprises to strengthen management of work safety expenditures, including reinforcing work responsibilities, strengthening policy training, enhancing data analysis, leveraging the exemplary role of central state-owned enterprises, and strengthening interdepartmental coordination. In addition, the Draft proposes effective measures for standardizing the implementation of work safety expenditure policies, including strictly implementing expenditure withdrawal standards, properly prioritizing the use of funds, improving the "negative list," strengthening supporting mechanisms, and enhancing industry self-regulation.
