Recently, the National Medical Products Administration (NMPA) has drafted the mandatory national standard "General Requirements on Toothpaste Ingredients (Draft for Comment)" (the "Draft") and released it for public consultation. The deadline for submitting comments is August 4, 2026.
The Draft sets out requirements for ingredients used in toothpastes, including prohibited substances, restricted ingredients, permitted preservatives, and permitted colorants. It applies to toothpastes manufactured and marketed within China. Compared with the current standard, the Draft introduces the following major technical changes: (1) revising the normative references; (2) adding terms and definitions; (3) revising the list of prohibited substances in toothpastes, increasing the number from 1,205 to 1,630; (4) revising the list of prohibited plant (animal) substances in toothpastes, increasing the number from 88 to 120; (5) revising Prohibited Substances (II) for toothpastes, reducing the number from 173 to 154; (6) revising the list of restricted ingredients in toothpastes, increasing the number from 39 to 58; (7) revising the list of permitted preservatives for toothpastes, reducing the number from 48 to 42; and (8) revising the list of permitted colorants in toothpastes, increasing the number from 102 to 103.
