Two Authorities Issue Handling Procedures for Cross-provincial Mutual Assistance of Individual Accounts under the Basic Medical Insurance for Employees
The National Healthcare Security Administration (NHSA) and the Ministry of Finance (MOF) have jointly released the Handling Procedures for Cross-provincial Mutual Assistance of Individual Accounts under the Basic Medical Insurance for Employees (for Trial Implementation) (the "Procedures").
According to the Procedures, those who are eligible for cross-provincial mutual assistance include the close relatives of participants in the basic medical insurance for employees, and the beneficiary of the mutual assistance arrangement must be a participant in basic medical insurance. Close relatives include spouses, parents, children, siblings, grandparents, maternal grandparents, grandchildren, and maternal grandchildren. The Procedures clarify that insured may establish or terminate their mutual assistance relationships through various channels, including the "China Healthcare Security" Application, provincial healthcare security service platforms, and service windows of healthcare security agencies at the place of enrollment. When establishing a mutual assistance relationship, the assisting party shall sign a letter of commitment and be responsible for the authenticity and accuracy of the matters committed. The Procedures further specify that the assisting party may set a mutual assistance quota for the beneficiary through a medical insurance wallet, and the assisting party may no longer use the portion of individual account funds allocated to that quota. The beneficiary shall not further transfer the received mutual assistance quota to a third party. Where the beneficiary incurs eligible expenses in accordance with relevant provisions, such expenses may be settled through mutual assistance.
