The Ministry of Industry and Information Technology (MIIT) has released the Circular on Organizing and Launching the Special Action for the Ministry-Provincial Collaborative Pilot Program for 6G Innovation and Development (the "Circular").

The Circular envisions that, by 2029, by implementing the ministry-provincial collaborative pilot program for 6G innovation and development, the innovation vitality of local governments and enterprises will be further stimulated, a number of independent and innovative 6G technical solutions will be developed, a number of promising new business application scenarios will be cultivated, and a variety of new terminal products will emerge, thereby providing strong support for the commercial deployment of 6G. To this end, the Circular establishes four key tasks: (1) enhancing coordination in technological research and development; (2) enhancing coordination in industrial R&D; (3) enhancing coordination in application cultivation; and (4) enhancing coordination in project planning and deployment. Notably, the Circular stresses that pilot regions should establish sound working mechanisms, possess a strong development foundation and distinctive advantages in areas such as 6G technological innovation, industrial capabilities, and application scenarios, and be able to provide robust support for 6G innovation in terms of policies, funding, talent, and other essential factors. Provisions on work procedures and safeguard measures are also introduced.
