NDRC to Revise Administrative Measures for Work-for-Relief Programs of China and Other Documents

Recently, the National Development and Reform Commission (NDRC) has released the Announcement on Seeking Public Comments on Proposed Revision and Repeal of a Batch of Rules and Administrative Normative Documents (the "Announcement") for public consultation. The deadline for submitting comments is July 2, 2026.

According to the Announcement, the NDRC proposes to revise two rules, namely the Administrative Measures for Work-for-Relief Programs of China (the "Measures") and the Implementation Measures of the National Development and Reform Commission for Administrative Reconsideration, and to repeal a number of rules and administrative normative documents, including the Interim Administrative Measures for National High-tech Industry Development Projects. In particular, the Announcement proposes to revise Article 1 of the Measures by replacing the Opinions of the CPC Central Committee and the State Council on Realizing Effective Linkage Between Consolidating and Expanding the Achievements of Poverty Alleviation and Rural Revitalization with the Opinions of the CPC Central Committee and the State Council on Coordinating the Establishment of a Long-term Mechanism for Preventing Relapse into Poverty to Promote All-round Rural Revitalization. It also proposes to revise Article 7 to read: "In light of local conditions, five-year plans or relevant implementation plans in the work-for-relief field shall be formulated and implemented concurrently, with a focus on key areas and the concentrated and contiguous advancement of project construction." The Announcement further proposes revisions to several provisions of the Measures, including Articles 8 and 13.
