GAC Revises Seven Regulations Including Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits

The General Administration of Customs (GAC) has released the Decision of the General Administration of Customs on Amending Certain Regulations (the "Decision"), effective from November 1, 2026.

The Decision clarifies that, to further promote standardized quarantine and supervision of animals and plants, seven regulations, including the Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits (Revised in November 2018) (the "Measures"), will be amended. Notably, the Decision proposes the following amendments to the Measures. The provisions "shall apply to the General Administration of Customs for quarantine approval procedures for imported fruits in accordance with relevant provisions" in Article 5 shall be revised to read "the consignee or its agent shall apply to the customs for quarantine approval procedures for imported fruits in accordance with relevant provisions." A new article will be added as Article 8, reading "imported fruits shall enter the territory of China through ports that meet customs supervision requirements. The specific conditions shall be separately formulated by the General Administration of Customs." Article 10 is renumbered as Article 11, and the provisions "in accordance with the requirements of Articles 7 and 9" in Item (2) are revised to read "in accordance with the requirements of Articles 7 and 10 of these Measures." The Decision also amends Article 1, Article 12, and other articles of the Measures.
