Promulgation date: 2026-04-24 Chinese version
The China National Space Administration (CNSA) and the State Administration for Market Regulation (SAMR) have jointly issued the Standard System for Commercial Spaceflight (Version 1.0) (the "Standard System").

The Standard System aims to thoroughly implement national strategies, promote the high-quality development of commercial spaceflight, give full play to the leading and foundational role of standardization in industrial development, and coordinate the building of standardization for commercial spaceflight. Following the "full-chain, full-coverage, modular, and reconfigurable" approach, it focuses on the overall layout of "rockets, satellites, launch sites, applications, and governance", innovation across the entire industrial chain, transformation of development models, and the building of a sound ecosystem, thereby establishing a standard system for commercial spaceflight. The system comprises six primary branches, namely, industry governance, research and development and manufacturing, launch and TT&C (tracking, telemetry, and control), space application services, basic common standards, and facilities and equipment, which are further divided into 32 secondary branches and 100 tertiary branches, with plans for more than 1,000 standard projects. The Standard System covers applicable international and domestic standards at various levels and across different categories, and will provide strong support for the standardization of commercial spaceflight in China and help achieve high-quality and safe development.
