The General Office of the Communist Party of China Central Committee and the General Office of the State Council have released the Measures for Comprehensive Evaluation and Assessment of Carbon Peaking and Neutrality (the "Measures"), effective from the date of release.
The Measures specify that, during the 15th Five-yar Plan period, in addition to the goal of carbon peaking by 2030, the targets of "peaking both coal and oil consumption", "reducing carbon emission intensity by more than 65 percent from 2005 levels", and "increasing the share of non-fossil energy consumption to 25 percent" by 2030 will also be achieved. To this end, the Measures set up a framework of indicators consisting of five control indicators and nine supporting indicators. Control indicators examine total carbon emissions, carbon intensity reduction, total coal consumption, total oil consumption, and the share of non-fossil energy consumption. Supporting indicators include representative indicators in the fields of energy efficiency, industry, urban and rural development, transportation, public institutions, and carbon emissions trading, which play a supporting role in achieving the "dual carbon" goals. The Measures set out arrangements in areas such as target breakdown, result evaluation, implementation procedures, and monitoring and early warning, and clarify that, based on evaluation and assessment results, relevant provincial-level regions may be subject to regulatory talks, alerts, or commendations, among other measures.
