The China National Intellectual Property Administration (CNIPA) and the Ministry of Industry and Information Technology (MIIT) have jointly issued the Circular on Launching Special Action to Provide Public Intellectual Property Services for Small and Medium-sized Enterprises in 2026 (the "Circular").
According to the Circular, the action is themed "offering public intellectual property services to support and benefit enterprises", with a focus on serving small and medium-sized enterprises (SMEs). It aims to give full play to the role of public intellectual property service institutions and public service institutions for SMEs, promote the precise delivery of service resources to the front line of innovation, and enhance enterprises' capabilities in creating intellectual property with higher quality, utilizing intellectual property more efficiently, and carrying out intellectual property protection and management more effectively, thereby promoting the deep integration of sci-tech innovation with industrial innovation, providing strong support for fostering new quality productive forces and advancing high-quality economic development. The Circular sets forth the main initiatives under the action: thoroughly identifying enterprise needs to provide targeted services; building a well-coordinated service ecosystem to promote resource integration; and innovating service formats to improve service efficiency. The arrangements for implementation, organization, and support are also clarified.
