The State Administration for Market Regulation (SAMR) has drafted the Administrative Measures for the Nationwide Unified Voluntary Certification System (Draft for Comment) (the "Draft") to solicit public opinions by May 22, 2026.
The Draft, consisting of 21 articles, mainly involves: (1) specifying the purpose and legal basis for the formulation of the measures, and clarifying the definition, scope of application, and management principles of the nationwide unified voluntary certification system; (2) introducing the requirements for the initiation, proposal, and approval of projects under the system; (3) defining the entities responsible for the formulation and issuance of the system, and clarifying requirements on basic certification specifications and certification rules, unified numbering, technical committees, and pilot verification; (4) stipulating implementation requirements, including those for certification bodies, certification personnel, and the promotion and adoption of certification results; and (5) addressing relevant matters such as evaluation of implementation effectiveness and system adjustment, and clarifying the codes of conduct for certification bodies, as well as comprehensive regulatory requirements.
